What the Heck… PR9?

Would someone please explain to me why Google is a PR10, yet sites such as Yahoo, MSN, AOL, and eBay are only PR9’s? If anything, many of these sites could be deemed even more established than Google. Do I sense a little bias here? How objective is this whole Page Rank thing anyway?
